Conservatives accuse Perth and Kinross councillors of “shirking” duties over committee membership row

Conservatives in Perth and Kinross have accused councillors of neglecting their duties in a recent committee membership row. The controversy arose when the SNP and Liberal Democrat groups voted to reduce the membership of a council committee, the Planning and Placemaking Committee, from 13 to 11 members. This decision was made despite each group gaining an additional member following two recent by-elections.
John Duff, leader of the Conservative group, condemned the move as a “shirking of duties” by councillors who are elected and paid to fulfil their responsibilities. He criticised the SNP and Lib Dems for failing to nominate members for the committee despite having acquired additional seats. Duff emphasised the importance of councillors taking their duties seriously and fulfilling their obligations to the residents of Perth and Kinross.
The decision to reduce the committee’s membership was supported by 22 SNP and Lib Dem councillors, while 11 Conservative councillors opposed it. Four Independent councillors abstained, and three councillors were absent from the meeting, including the only Labour councillor. Conservative councillor Ian James, who sits on the Planning and Placemaking Committee, called the decision disrespectful and unacceptable, placing undue pressure on existing members.
Despite the reduction in membership, Committee convener Ian Massie expressed confidence that the current members would maintain the necessary level of scrutiny and debate. Meanwhile, SNP councillor Grant Laing defended the decision, stating that it is crucial to have members who are passionate and dedicated to the subject matter of the committee.
