Ex-Rangers star Scott Arfield loses appeal to turn former Ibrox bookies into pub

Former Rangers football player Scott Arfield’s appeal to transform a former bookies shop near Ibrox into a pub has been rejected by Glasgow City Council. The plans to convert the building on Copland Road were turned down due to concerns about the potential impact on neighbours and issues with bin storage, as reported by Glasgow Live. This was the second attempt by Arfield to open a pub at the location, after an initial proposal was denied in August of the previous year.
An appeal was made on behalf of Arfield, stating that the pub would serve as a “mini fan zone” on match days, accommodating up to 90 fans in a well-managed area. However, the council remained divided on the decision, with four votes for and against the proposal. Ultimately, the application was rejected by the casting vote of planning review committee chairman, Cllr Ken Andrew from the SNP. Cllr Andrew highlighted the lack of clarity on various crucial issues such as noise impact assessment and waste storage.
The appeal argued that the pub would bring economic benefits to the area, create job opportunities, and help revive a vacant property that had been empty for over two years. Despite objections from neighbouring residents about potential disruption and anti-social behaviour, some councillors supported the proposal, emphasising the economic advantages it could bring to the local community.
Environmental health staff identified deficiencies in the noise assessment provided with the application, emphasizing the importance of demonstrating that the pub could operate without negatively affecting nearby residents. Cllr Eva Bolander proposed rejecting the application citing inadequate provisions such as parking, cycle racks, and noise assessments, emphasizing the residents’ right to live peacefully in their homes.
