Plans to transform former Dumbarton butcher’s shop into chippy recommended for refusal

Plans have been put forward to convert the former Thomas Smith & Son butchers, located on Glasgow Road in Dumbarton, into a new fish and chip shop. The application, submitted by Glasgow AP Ltd, aims to change the current Class 1A use of the premises to a hot food takeaway specializing in fish and chips, along with installing a flue system. However, planning officers are advising councillors to reject the proposal, citing concerns over the lack of off-street parking for a busy takeaway establishment.
The recommendation for refusal is primarily driven by the potential impact on parking in the area, with officers highlighting the possibility of increased on-street parking demand, obstructive parking, and congestion that could compromise road and pedestrian safety. The proposal includes plans to alter the shopfront from blue to white, situated within a Local Centre as outlined in the Local Plan and proposed Local Development Plan 2, within the Knoxland Conservation Area.
In preparation for the council meeting, where the application will be discussed, planners have provided insights from various departments. The West Dunbartonshire Council Roads Service has expressed their inability to support the proposal due to the absence of the required five off-street parking spaces. Concerns have also been raised regarding safety implications, particularly related to on-street parking and traffic flow.
While the West Dunbartonshire Council Environmental Health Service has not objected to the proposal, they have suggested a condition concerning the ventilation system to control potential odours, vibrations, and noise from the takeaway operations. The application has garnered 24 responses from the community, with a mix of support and objections. Objectors have highlighted concerns about visual impact, noise disturbance, odour pollution, and potential anti-social behaviour.
On the other hand, supporters believe that the chip shop would attract much-needed foot traffic, including tourists, to the area and boost business growth. They argue that the establishment would enhance the local takeaway offerings, especially considering the absence of fish and chip shops between Silverton and the town centre. The fate of the application will be decided at the upcoming planning committee meeting on December 11.
In conclusion, the proposed transformation of the former butcher’s shop in Dumbarton into a fish and chip takeaway has sparked a debate on balancing the economic benefits with potential safety and environmental concerns. As the local community awaits the council’s decision, the outcome will not only impact the immediate vicinity but also serve as a reflection of the delicate balance between development and preservation in urban spaces.
